Duties
You will, at the full performance level, act as technical advisor to program management offices in planning, coordinating, establishing milestones, developing special or unique provisions, and preparing procurement plans.
You will analyze requirements to assist in development of meaningful and adequate statement of work and/or purchase descriptions in coordination with technical, legal, and patent personnel.
You will facilitate a variety of contract types, methods of contracting, and selection factors necessary to procure complex requirements, and to conduct negotiations in the pre-award and post-award phases of contracting.
You will determine the type of contract best suited to the requirement and develop special clauses and terms and conditions applicable to the solicitation.
You will recommend the competitive range to the Contracting Officer for negotiations with one or more offerors.
You will utilize procurement procedures and techniques, sources of supply, characteristics of assigned commodities or services, and business and industry practice to identify potential suppliers and solicit bids through formal advertising.
You will utilize knowledge of contractual requirements, terms, conditions, and pricing provisions to administer firm fixed-price, time and materials, cost reimbursement, indefinite delivery, or other contracts of similar complexity.
You will independently plan and carry out recurring assignments, exercising judgement in the selection of supporting data, industry sources, and/or contracting techniques to be followed within established policy, procedures, and precedent.
You will make decisions based on analysis of alternatives, adaptation, or modification of procedures, or resolution of incomplete or conflicting technical or contractor data.
Education
Applicants must meet the following Department of Defense qualification requirements for 1102 contracting positions: website: https://www.secnav.navy.mil/donhr/Documents/CivilianJobs/DoD_Qualification_Standard_For_GS-1102.pdf Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. The following education may be substituted for specialized experience as follows: FOR THE NT-04: Successful completion of three full academic years of progressively higher level graduate education. OR Successful completion of a Ph.D. or equivalent doctoral degree. FOR THE NT-03: Successful completion of two full academic years of progressively higher level graduate education. OR Successful completion of a master's or equivalent degree. OR Successful completion of an LL.B. or J.D.
