Summary

This is a Funds Control Officer position in the Office of Inspector General (OIG), Office of Mission Support - Budget Directorate. The incumbent will perform a variety of budget functions as well as day-to-day management and control of funds ensuring compliance with internal controls and federal statutes and regulations. OIG is an independent office within EPA. We consist of auditors, program analysts, investigators, and others with extensive expertise. Come join us!

Duties

As a Budget Analyst GS-0560-9 you will perform a variety of budget functions including formulation, execution, and review of budget estimates for assigned organizations with various sources and types of funding, analysis of resource levels, as well as day-to-day management and control of funds ensuring compliance with internal controls and federal statutes and regulations. Your typical work assignments may include: Performing budget formulation and execution duties, and funds control tasks (e.g., funds availability checks, Appropriations Law compliance, recording and adjusting obligations, reconciling unliquidated obligations, processing deobligations and adjustments) in accordance with applicable statutes, regulations, and agency procedures. Monitoring and reporting on status of funds, including variance analyses, and providing recommendations for remediation to senior staff, as appropriate. Generating a variety of routine and ad hoc reports, analyses, data requests to support budget formulation and budget execution needs, management decisions, and external reporting requirements. Maintaining audit ready documentation consistent with internal control requirements. Entering, conducting queries, and reconciling budget formulation and execution data in financial and feeder systems. Applying mathematical and basic quantitative methods and digital tools to compile, analyze, reconcile, and present budget data for EPA OIG programs and operations. Performing budget formulation duties to support EPA OIG programs and operations, including reviewing, editing, and consolidating budgetary, narrative, and justification materials to support annual and multi-year funding estimates and requests. Coordinating routinely with acquisition/contracting, human resources, information technology, and other program offices to plan work, resolves discrepancies, and meet budget cycle deadlines. Developing clear written and oral guidance and communications to support budget execution and formulation processes, timelines, and documentation requirements for EPA OIG program offices.

Requirements

Must be a U.S. Citizen or National. This is a Public Trust Position. Employment in this position requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the tentative employment offer may be withdrawn. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually. Depending on your status, this position may require serving a 1-year probationary period.

How you will be evaluated

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire and to all assessments required for this position.
