Duties

IRS-CI Special Agents (SAs) are duly sworn federal law enforcement officers throughout all 50 states and US territories including special agent attachés located in 11 countries. As a SA, you will combine your accounting skills with law enforcement skills to investigate financial crimes. SAs fill a unique niche in the federal law enforcement community due to IRS-CI's broad jurisdiction of Title 18 and Title 31 crimes, in addition to our primary tax enforcement mission. SAs are known for their financial investigative expertise in areas, such as, tax fraud, public corruption, cybercrimes, narcotics, terrorism, and much more. Today's sophisticated schemes demand the analytical ability of financial investigators to trace transactions through complex financial records. The following are the duties of this position at the full working level. The Criminal Investigator plans and conducts investigations relative to criminal statutes of tax administration and financial crimes and other related offenses, which vary in levels or complexity. The work involves investigations analyzing precedent setting legal or investigative questions, complex or unusual accounting problems. The Criminal Investigator analyzes information obtained from diversified sources gathered over a wide section of the country; situations where the interrelationship of facts and evidence identification is difficult because of the numerous holding companies, entities, etc., involved; and cases including a mixture of legal and illegal activities; international transfers of funds; working with DOJ and IRS Foreign country attaches to obtain records; and cryptocurrency investigations. Performs other investigative and enforcement duties such as testifying as a Government witness, assisting the U.S. Attorney during the preparation of cases for trial, and conducting collateral inquiries. Obtains, evaluates, integrates, and recommends action on information items to identify large areas of noncompliance (e.g., major profession, occupation, industry, or wide geographic area).

Requirements

Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Law Enforcement Officer (LEO) Positions: Physical Examination - Complete a pre-employment physical examination by an authorized Government physician; be determined physically fit to perform strenuous physically demanding duties. Undergo regular physical examinations to maintain a level of physical fitness IAW the standards/policies of this agency. Drug Test - Submit to a drug test prior to your appointment and random drug testing while you occupy the position. Firearm - Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside. Law Enforcement Training Courses - Complete or have previously completed required courses at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. Law Enforcement Availability Pay (LEAP) - Agree to work an average of two extra hours per day. LEAP has been approved to compensate for unscheduled duty in excess of the 40-hour workweek. Commuting distance for Law Enforcement Availability Pay (Required). IAW Title 5 CFR 550.182(D) the agency must determine that a criminal investigator is generally/reasonably accessible to perform unscheduled duty based on the needs of the agency. The provisions of Treasury Directive 74-06 Home-to-Work Transportation Controls paragraph 3(d) require that special agents reside within 50 miles of their official duty station to be considered for Home-to-Work transportation (only granted/waived by Treasury). Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. We recommend choosing an evaluator from a member organization of one of the following national associations of credential evaluation services: National Association of Credential Evaluation Services (NACES) or Association of International Credentials Evaluators (AICE).

How you will be evaluated

Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. Applicants who disqualify themselves will not be evaluated further. Cheating on an assessment may also result in your removal from consideration. Rating: Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, CAT A, CAT B or CAT C. Referral: If you are among the top qualified candidates, your application may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order. We will not reimburse costs related to the interview such as travel to and from the interview site. Veterans' preference is applied after applicants are assessed. Qualified preference eligibles who have a compensable service-connected disability of 10 percent or more (CPS, CP) are placed at the top of the highest category on the referral list (except for scientific or professional positions at the GS-9 level or higher). Remaining preference eligibles are placed above non-preference eligibles within their assigned category. If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP), you must receive a rating of CAT A/B to be rated as "well qualified" to receive special selection priority.
