This Senior Executive Service (SES) position is in the Office of Water, Office of Wetlands, Oceans and Watersheds, Oceans, Wetlands, and Communities Division. About OW. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.
Duties
The Oceans, Wetlands, and Communities Division (OWCD), in the Office of Wetlands, Oceans, and Watersheds, is responsible for the national management of programs to protect, restore, enhance, and maintain the nation's wetlands, streams, marine waters, estuarine waters, and other special aquatic resource sites. The Division works collaboratively across the Agency and with other federal agencies, state, tribal, and local governments to ensure the effective and efficient control and regulation of dredged/fill material, marine debris, and vessel discharges. In addition, OWCD partners with these and other organizations to support place-based projects, training, and capacity-building strategies to advance improvements to the environment. Specific duties of the position include, but are not limited to: Planning, developing, organizing, directing, and implementing Agency aquatic resource protection and restoration programs for which OWCD is assigned Agency-wide responsibility. Assessing needs, defining goals, developing program plans, establishing OWCD's organizational structure, delegating authority and responsibility, and establishing overall operating policies, priorities, and procedures. Providing program coordination and policy direction to the regional aquatic resource program managers, including directing and managing cooperative programs to improve protection of oceans, coastal, wetlands, and other aquatic resources. Coordinating OWCD activities with related or interdependent efforts with internal and external stakeholders. Ensuring that extramural resources, both procurement (contracts) and assistance (grants, cooperative agreements, and interagency agreements), are efficiently and appropriately managed to maximize use of the Agency's resources. Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
Requirements
You must be a U.S. Citizen. If you are selected, you must complete a 1-year SES probationary period, if not previously completed. The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. REAL ID requirements became effective on 05/07/25. How you will be evaluated
We will review your resume and required documents to ensure you meet the basic qualification requirements. If you meet basic qualification requirements, your application will be evaluated based on the experience described in your resume with the required Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). It will then be forwarded to a three-member Rating Panel consisting of SES members for further review. The Rating Panel will decide which Best Qualified applicants will be issued to the Selecting Official by the Human Resources Office.
