Summary

This Health System Specialist (Education and Compliance Program Manager) position is organizationally located on the Clinic Practice Management Team under the Chief of Staff Office at the VA Boston Healthcare System (Jamaica Plain campus).

Duties

Oversees the standardized national tracking tool and ensures compliance for the completion of biannual audits for all scheduling staff. Coordinates the development and implementation of clinic management and operations related training for mandated staff throughout the medical center. Provides ongoing tracking and monitoring of the completion of mandatory trainings in coordination with the employee education and compliance staff for all scheduling staff with access to scheduling keys and menus. Assists in the education and monitoring of profile indicators to eliminate issues with consult management, clinic utilization and efficiencies, clinic cancellations, recall, delinquency, missed opportunity rates and electronic wait lists. Designs training and educational tools and resources to improve the reliability, proficiency, effectiveness and accuracy of clinic management practices for staff throughout the medical center. Manages the coordination and implementation strategies for scheduling related software and hardware. Assesses individual needs to determine appropriate level of access related to scheduling menus and keys and clinic profiles for staff throughout the medical center. Provides ongoing reviews and monitoring to ensure staff who are granted access to these menus, keys, and profiles are in compliance with mandatory training requirements and notifies services and supervisors when compliance lapses. Provides data, reports, and materials to demonstrate the compliance of the ambulatory care staff as it relates to clinic management. Assists staff with the aspects of clinical care related to compliance with training and education to improve accuracy and efficiency of clinic management and operations. Oversees the operations training, education and accuracy of scheduling and clinic management practices upon request for both audits, site visits, and per leadership. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: This position may be authorized for ad-hoc telework which occurs on an occasional, non-routine basis and is utilized to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Notifications: This position is not a Bargaining Unit position. This position is covered by locality-based comparability pay. Current and permanent Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Graduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions in this occupational series at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) The following are examples of how education and experience may be combined. They are examples only, and are not all-inclusive. The position to be filled is an Health System Specialist, GS-0671-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) The position to be filled is an Health System Specialist, GS-0671-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in business or public administration. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
