Summary
As a HR Specialist (Employee & Labor Relations) at the GS-0201-14, you will be part of the Employee and Labor Relations Division, Office of the Chief Human Capital Officer, U.S Equal Employment Opportunity Commission. If selected, you will be responsible for providing guidance on labor and employee relations issues to several organizational segments in EEOC the Headquarters and in the Field.
Duties
Provides expert technical advice and guidance to other senior specialists, ensures consistency of Commission-wide actions, and evaluates the adequacy of evidence and specificity of charges.
Advises and collaborates with management officials and human resources specialists on issues ofa highly sensitive nature.
Prepares adverse and performance-based action proposal notices and final decision letters ensuring that all actions are procedurally correct and in compliance with rules, regulations, policy and case law.
Serves as an agency representative on various interagency, intergovernmental, and professional groups of human resources officials focused on systemevaluation and adopting systems deemed appropriate for consideration by the agency.
Provides technical support to management teams that negotiate agreements with the recognized employee organization.
Consults with the recognized employee organization on the impact and implementation of proposed changes in terms and conditions of employment.
Responsible for the contract administration of the collective bargaining agreement (CBA). Evaluates, monitors, and administers the implementation of the CBA.
Provides expert counsel and advice to the Assistant Director and participates in the development of short and long range projects and plans.
Represents the agency in third-party proceedings, including arbitration hearings, involving complex employee and labor relations matters.
Conducts personnel misconduct investigations and prepares findings, reports, and recommendations for management action.
