Summary
This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO), Information Technology Division (ITD), Customer Engagement Branch (CEB). The incumbent serves as the Information Technology (IT) Asset Manager and is responsible for leading the AOC enterprise-wide IT asset management program. The role encompasses the full lifecycle of IT assets, including planning, acquisition, deployment, maintenance, optimization and disposition.
Duties
The individual selected for this position: ASSET MANAGEMENT (80%) Leads the development and execution of the agency's Asset Management program for both accountable assets and consumables. This includes providing leadership, oversight and direction throughout every stage of the asset lifecycle, including planning, acquisition, development, management and retirement to ensure proper use and stewardship of AOC accountable IT property. The incumbent also gathers requirements, engages stakeholders, conducts system testing, manages program timelines and monitors performance. The incumbent establishes and maintains the technology roadmap for asset management systems, ensuring that integrations, data governance practices and change management processes support long‐term operational needs. Standard procedures for asset lifecycle management are developed and maintained under this role, covering acquisition, consolidation, deployment, maintenance and disposal activities. Develops analytics, trend reports and forecasting models that support informed decision‐making and improve enterprise asset utilization. Key performance indicators are developed and monitored to evaluate program effectiveness and identify opportunities for improvement. The Asset Manager also plays a central role in planning and implementing policies and guidelines that support asset management, budget formulation, IT systems implementation and operational planning. Serves as a senior advisor on complex asset management matters, including logistics, space planning, asset utilization and lifecycle optimization. Incumbent provides expert knowledge and leadership in project management, and hardware asset management and configuration management database IT Infrastructure Library (ITIL) practices. Acts as a liaison between ITD and key stakeholders across Facilities, Engineering, Maintenance, Design, Construction and capital project/jurisdiction teams. CONTRACTING OFFICER'S REPRESENTATIVE (20%) Serves as a Contracting Officer's Representative. Develops and reviews procurement documentation for IT services and support. Serves as liaison between contractors and the government contracting officer to identify and resolve issues. Helps ensure successful contract completion consistently with the Federal Acquisition Regulation and its supplements. Monitors contractor's compliance with contract terms, conditions, and specifications. Provides timely, consistent, and comprehensive oversight of assigned contracts and task orders. Maintains a Contracting Officer Representative file system to record performance in all acquisition phases such as requirements development; pre-award activities; post-award contract administration; and termination/closure of contracts.

Bachelor's degree in information technology is preferred, not required.
