Summary
About the Position: Collaborates with and provides guidance and assistance to project management, engineering, construction, and real estate managers in the preparation and submission of programming documents. Keeps abreast of status of studies and projects, recommends reprogramming within the authority of the District Engineer, and prepares justification when necessary, for major reprogramming to obtain approval by HQUSACE and/or the Congressional appropriations committees.
Duties
Drafts report bill language for authorization of studies and projects.
Personal contacts include coordinating directly with study/project managers, Division Chiefs, programming and Executive Office personnel in MVD, and HQUSACE Programs Division staff.
Prepares programming and budgetary projections for GI, CG, O and M, etc., for District civil works activities for the next ten years.
Analyzes and evaluates policy directives issued by higher authority concerning the civil works program and Initial Budget submissions to determine their effects on the Districts programs, policies and procedures.
Coordinates with the project manager in PPPMD and the O and M and MR and T managers and advises them on phases to be recommended in the budget year and in each of the ensuing nine fiscal years.
Interprets programming and budget directives, formulates instructions, and ascertains that District operating elements understand the directives.
