Summary
This position serves as an engineering project manager at the Ralph H. Johnson Department of Veterans Affairs Medical Center in Charleston, SC. The incumbent performs duties for the medical center and its community-based outpatient clinics (CBOCs). The position involves direct coordination with internal medical center staff, construction contractors, as well as maintenance, operations, and other project stakeholders.
Duties
Major duties and responsibilities include: Oversees and coordinates project management activities during the construction period of projects. Provides contractor direction and contract oversight of assigned construction activities and project milestones. Coordinates with internal and external stakeholders to complete projects. Ensures construction and patient/public safety/infection control risks are appropriately reduced, mitigated, or shifted during all phases of construction. Documents findings, recommends corrective action(s), ensures findings are corrected promptly, and either documents satisfactory correction(s) or notifies the Contracting Officer for appropriate contract action. Completes required reports, completes database entries, and updates management on progress of assigned projects. Maintains technical and theoretical knowledge of construction practices, VA requirements, regulations, referenced codes and standards, contract documents, submittals, and sufficient construction experience to ensure projects are fully compliant, completed safely, per approved schedule, and per approved budget. Monitors project schedule and budget from planning through construction phases and documents frequent inspections of worksites to ensure compliance with contract requirements. Conducts and participates in partial and final inspections of completed work. Develops construction packages as directed and provides justification and supporting data for projects. Acts as the Contracting Officer's Representative (COR) for assigned procurement packages and contracts. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-time, 7:30 am - 4:00 pm. Work schedule is subject to change based on agency needs.
