Summary
The Office of the Assistant Secretary for Administration and Management (OASAM) provide the infrastructure and support that enables the U.S. Department of Labor to perform its mission. OASAM provides leadership and support for information technology, human resources management, procurement, business operations, safety and health, space management, civil rights, emergency management, security, budget, and performance.
Duties
Available offices for this position are located in Washington DC; Atlanta, GA; Boston, MA; New York City, NY; Chicago, IL; Dallas, TX; and Philadelphia, PA. The advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. The selectee(s) will report to their assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. The GS-14 Supervisory Contract Specialist (Branch Chief) is responsible for the overall management and supervision within one or more separate and distinct contracting branches, actively engaged in all phases and activities relative to the procurement process. The Branch Chief leads an organization and/or program by managing change, solving problems and making decisions, managing politics and influencing others, taking risk and being innovative. Duties include, but are not limited to the following: Serve as a departmental technical expert and authority on all aspects of procurement and contract actions. Develop and establish positions on key issues of importance when negotiating regulatory and statutory authorities or justifying division strategies and operations to achieve compliance with established policies, regulations and requirements. Interpret policies, define objectives and make authoritative decisions which establish precedents or resolve technical and procedural problems. Advise customers on acquisition-related roles and in the development and implementation of strategies needed to assure supplies and services are available when needed to meet mission requirements, and advise senior leadership on problems involving the relationship of the work of the Divisions to broader programs. Plan and assign work to be accomplished by subordinate staff, adjusting work operations and program objectives to meet emergencies, changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work. Represent the organization in contractual matters with other Department and Federal agencies and in negotiations with private industry. Communicate procurement information to internal and external audiences regarding acquisition process and procedures. Share information from meetings with DOL Leadership in writing or in presentations with DOL Leadership, senior managers and OSPE staff. Ensure contractual documents are prepared in accordance with applicable regulations, grammatically correct, free of spelling errors, ensuring facts and ideas are appropriately organized in a logical flow.
