As the Director for Bank Advisory, you will serve as operational executive and key advisor to OCC management on significant banking, legal, and supervisory issues pertaining to Bank Advisory matters. Chief Counsel's Office Washington, D.C.
Duties
As the Director for Bank Advisory, you will: Direct operations of the unit including the development of key communications to internal and external stakeholders subject to the direction of the Deputy Chief Counsel and Chief Counsel. Provide guidance and legal assistance to OCC management with respect to unusual and complex issues having national significance and develop sound legal precedents in order to support OCC policy objectives. Prepare authoritative legal opinions on highly complex policy matters dealing with national banking law and other applicable statutes. Represent the OCC with industry, and Congressional and executive branch committees within assigned areas of responsibility. Maintain current knowledge of pertinent legal issues facing the OCC and the banking industry and coordinate with professional staff of other federal banking agencies and the administration regarding national banking matters. Evaluate performance in accordance with OCC guidelines; make personnel action decisions regarding promotions, adverse actions, etc.; and provide training and development opportunities.
Requirements
This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. There are three key documents that contain important information about your rights and obligations. Please read and retain these documents: Noncriminal Justice Applicant's Privacy Rights, for those who undergo an FBI fingerprint-based criminal history record check for personnel vetting, which includes Rap Back, FD-258 Privacy Act Statement - FBI (this is the same statement used when your fingerprints are submitted as part of your background investigation), and SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information). Selectee(s) will be required to sign an agreement allowing for their reassignment within the Chief Counsel's Office to serve the agency's business needs at the discretion of the Chief Counsel or at the expiration of a four-year term set forth in that agreement, with the option to be renewed at the election of the Chief Counsel. Complete a one-year trial period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Travel occasionally to attend conferences and/or training. Obtain and use a Government-issued charge card for business-related travel. File an Executive Branch Public Financial Disclosure Report (OGE-278) and an OCC Financial Disclosure Form. Complete a financial disclosure review and resolve any ethics issues. Education
You must have graduated with a J.D. or an LL.M. degree from an ABA-accredited law school.
